Stefan KUHLMANN

Prof Dr Stefan Kuhlmann is a full professor of Science, Technology and Society at the University of Twente and chairing the Department Science, Technology, and Policy Studies (StePS). Until 2016 he held leading positions at Fraunhofer Institute for Systems and Innovation Research ISI, Germany, and was Professor of Innovation Policy Analysis at the University of Utrecht. He studies research and technological innovation as social and political processes, focusing on governance, and publishes widely in the field of research and innovation policy studies. Stefan is editor of Research Policy (Elsevier), Associate Editor of the Int. J. of Foresight and Innovation Policy (IJFIP), on the Boards of Science and Public Policy, Asian Research Policy, and Evaluation. Recent edited books include The Theory and Practice of Innovation Policy. An International Research Handbook (2010, with R. Smits & P. Shapira); Navigating Towards Shared Responsibility in Research and Innovation (2016, with R. Lindner et al.); Research Handbook on Innovation Governance for Emerging Economies: Towards Better Models (2017, with G. Ordonez). He studied political science and also history (University of Marburg, Germany; graduation 1978); 1986 he received the degree of PhD in Political Science (Dr.rer.pol.), at University of Kassel, Germany; 1998 he got a ‚habilitation‘ (2nd doctorate) in Political Science at this university. In S4D4C, Stefan led the work package entitled ‘Science diplomacy governance framework (processes and interfaces)’ and co-authored the respective papers connected with the New Protocol for Science Diplomacy. He spoke at several S4D4C events. We published an interview with him and Gonzalo Ordóñez-Matamoros HERE, discussing the development of S4D4C’s science diplomacy governance framework, published as part of S4D4C’s researcher’s voices series.
